The generals who rule Myanmar, still insisting they are on the march to democracy, opened what they said would be the final session of a constitutional convention that critics say is itself undemocratic. More than 1,000 government-approved delegates gathered near the commercial capital, Yangon, to approve guidelines for the long-delayed constitution. It is the first step in a seven-stage ?road map to democracy? that is supposed to lead to new elections and what the junta calls a disciplined form of democratic rule. The draft that has been published assures that the military will remain in command through an allocation of parliamentary seats and control of the presidency and key government ministries.
