Reuters - China unveiled rules on Tuesday promising to expose its secretive government to greater transparency in an effort to fight graft and misrule -- but within strict limits.

The army-backed government said it was no longer barring Sheik Hasina Wazed, a former prime minister, from returning to the country or pressing another former prime minister, Khaleda Zia, to go into exile. The interim government says it hopes to hold general elections before the end of next year. News reports have said the government wanted to remove Sheik Hasina and her longtime rival, Mrs. Zia, to ease tensions before the vote. A bitter feud between the women and their political parties before elections that had been set for January led to violent street protests, which brought the suspension of the elections and the declaration of a state of emergency. It is not clear if Mrs. Zia and Sheik Hasina will be allowed to resume their political careers.
