Delegates from 60 countries agreed on the first global plan to protect declining stocks of tuna. But the accord, hashed out after five days of meetings in the Japanese port city of Kobe, sets no limits on the number of fish that can be caught, a demand of conservationists who warn that a worldwide appetite for tuna is putting too much pressure on its stocks. The plan calls for better coordination to monitor the tuna industry and to blacklist illegal fishing vessels.
