Turkmenistan planned a gala presidential inauguration for today, but did so without officially announcing who the president would be. An election was held Sunday. Dignitaries from around the world, including the United States, China and Russia, were en route to the gas-rich nation to attend the ceremony, which was universally expected to formalize the authority of the acting president, Gurbanguly Berdymukhammedov, who was a deputy prime minister under President Saparmurat Niyazov, who died in December. An official vote count had yet to be released from the election, criticized from outside as neither free nor fair. Nevertheless, foreign governments were lining up to be the new government?s suitors, hoping to secure supplies of natural gas and to urge Mr. Berdymukhammedov to liberalize his predecessor?s totalitarian state.
