Saying a widening gender imbalance will ?affect social stability,? the authorities vowed that those who conduct gender testing of fetuses or perform abortions based on sex would face ?serious punishment.? A policy that limits most couples to one child and a traditional preference for male offspring have made selective abortion a widely used procedure. Xinhua, the official news agency, citing a joint statement by the Communist Party and the State Council, or cabinet, also said the protection of baby girls should be improved by punishing those who abandon or kill the infants. This month, The China Daily reported that there would be 30 million more men than women in less than 15 years. China will continue its one-child policy, the Xinhua report said.
