President Gloria Macapagal-Arroyo issued a pardon for Joseph Estrada, her predecessor and rival who just a month ago was handed a 40-year-prison term for amassing millions of dollars from bribes and kickbacks during his presidency. Mrs. Arroyo?s spokesman explained that Mr. Estrada, 70, had pledged that he would not seek public office and that the government had a policy of releasing prisoners who have reached the age of 70. Government critics said the pardon was an attempt by Mrs. Arroyo to quell accusations of corruption against her administration from Mr. Estrada?s supporters.
