President Hu Jintao of China announced new development aid for Namibia, a country rich in minerals like uranium, zinc and cobalt, promising an interest-free loan and money for schools. Mr. Hu, on an eight-nation tour of Africa, arrived from Zambia, where he announced plans for a copper mining partnership.
